What is Local leadership competency framework?
Health workers face problems that clinical guides alone cannot solve. Three examples:
- A community may refuse a service.
- Your data may show that some people are being missed.
- Your team may lack funds, staff, transport, or supplies.
The Local leadership competency framework helps you develop as a leader to respond to such problems. It sets out clear actions for solving problems, building trust, using data, finding resources, supporting teams, and reaching people whom services miss.
The framework grew from the Manifesto for global health. More than 1,000 health workers shared the experience behind the Manifesto. In 2023, 390 health leaders from districts and health facilities reviewed it. Their work later grew to include about 1,300 contributors from more than 80 countries.

Do not enroll in this course alone. Think of one colleague who faces similar challenges. Invite them. The course works best when you take it together. Invite your colleagues on WhatsApp, Gmail, Yahoo Mail, LinkedIn, Telegram, Facebook, or X/Twitter.
Is this for me?
This course is for anyone who works for health or serves a community. No special title or qualification is needed. If you help solve health problems, you can use the Framework.
Why take this course?
- Use the framework in your own work. Choose a real example, find the skills you used, and assess your practice against clear signs of progress.
- Help your team improve. Use the framework to discuss what people do well, where they need support, and which skill they should build next.
- Help your organization act on real needs. Apply the framework to staff support, work plans, job roles, hiring, and performance reviews.
The course helps you move from the Practitioner, who solves problems in daily work, toward the Collaborator, who works with peers and adapts action to local needs.
What you take home
- You leave with a practical personal plan to become better at helping your community.
- You learn to use the framework with your team or organization.
Certification
Earn a Certificate of Contribution in using the local leadership competency framework from The Geneva Learning Foundation (TGLF). It records how you applied the framework, used evidence, gave and received peer feedback, and planned a next step. It certifies work, not attendance. It also opens the next stage of the pathway.
